What can influence my child’s ability to reach developmental milestones?

We know that the environment can encourage or harm a child’s development. Malnourishment can slow down brain development and the child’s opportunity to reach her potential.  In contrast, a nurturing environment can encourage brain development. Should I be concerned if my 2 year old can’t talk yet?

At age 1, a child usually says simple words such as “Mama” "Dada” and "Bye-Bye”. By age 2, if the child does not yet speak, a parent should consult with a doctor or a speech-language pathologist for an evaluation. Visit the milestone checklist on our parents page.

Can parents get support services for their child?

Yes. Support to parents can be given by a licensed social worker or psychologist, as well as a special educator. A parent can join a group of parents with similar issues and concerns or receive individual or family counseling. For more information contact includED. What is an IFSP or IEP?

If your child is mandated for services, an Individual Family Service Plan (IFSP) for birth to 3 years olds and an Individual Education Plan (IEP) for 3-5 year olds is established. A child’s developmental levels such as: social adaptation, sensory and motor skills, self help skills, and speech skills will be outlined in the IFSP and IEP.

What is an evaluation?

An evaluation is a test of overall development that helps determine whether a child has a disability and the nature of special education and related services that the child may need. Professional evaluators will examine a child’s speech, behavior, educational progress, perceptual ability, and functioning levels. The evaluations may take place in your home and in the child’s native language.

How do I have my child evaluated?

For children in NYC ages birth to 3 years old, notify the Department of Health and Mental Hygiene (DOHMH). In Nassau County, the Department of Health/ Office of Children Services (OCS) is contacted for children from birth to 5 years requiring services.

For children ages 3 to 5 years old, the local school district office where you live governs all services.  The child’s parent, professional provider, or school can request an evaluation.   

In New York State, there is a Committee on Preschool Special Education (CPSE) that serves children ages 3 to 5 with a suspected or diagnosed need. Every preschool age child in New York is assigned to a CPSE office in their school district.

What is the cost of an evaluation and special services?

The local Early Intervention Program and the local CPSE are required by law to evaluate and provide the necessary services to your child. The law is known as IDEA, Individuals with Disabilities Education Act. Services are provided at no cost to you, through publicly funded programs.
